The document (Reg. No.8306) sets the fundamentals of state service, order of state service, length of service and its termination, legal status of state officials, their social and legal security.
The bill divides the state service offices into groups A, B, C, D, E and subgroups, setting the requirements for the level of professional competence for the claimants to state offices. The bill regulates occupational training of state officers, their wages, rewards and bonuses, as well as disciplinary and material responsibility.
The People´s Deputies adopted the bill as a basis.
